President Lee Turns His Back on Games

President of S. Korea MyungBak Lee seems to dislike games just like other government.

On February 2, Lee remarked at a principal meeting for eradication of school violence held at Cheongwadae, the Blue House, ”(I am) drawing up a plan to stop the game addiction as a part of anti-school violence measures.”

He also spoke “The games have a polluted side. The game industry needs to try developing such games that feature beautiful stories to purify the young gamers in terms of social contribution, though they might feel unjust,” at a strategic meeting for trade promotion measures and US$1 trillion of post-trade held at Trade Center in Seoul on the 3rd of February.

Moreover, he compared the games with a casino which is a typical speculation industry and supported the Ministry of Gender Equality and Family(MGEF), who led the forcible Shutdown system in order to regulate the game industry along with the other speculation industries such as narcotics, gambling, alcohol, and cigarette. ”Operating a casino might attract lots of tourists but we don’t do so because it also destroys family and our mind. An international regulation could come up if consensus that the games are bad arises.”

What’s Speculative and What’s Not?

Game Rating Board(GRB) is worrying about speculative in-game cash items called jackpot items.

The jackpot items are made to generate (great) sales for the company by providing its players certain (little) chance of winning high value items.

Although many complaints over the speculation have been filed not a single company seems to change the successful business model. Even more, GRB is having difficult time providing reasonable guide lines upon this circumstance.

GRB “Game Companies Are Not Cooperative”

Today’s GRB evaluates items wheather they are speculative by investigating if they are only available by cash and if there is any possible loss by having it. These criteria are made in the past so they don’t just fit in today’s issue well actually.

So GRB has requested 10 game companies to submit their DB including name, purchasable currency, and cost of the jackpot items and feature and value of winning items. But they haven’t really followed GRB’s direction and have submitted only type, cost, image, and feature of the jackpot items but not limit in usage, percentage, number of purchase per player of them for reason of confidential log records. They haven’t even participated a meeting held by GRB.

Why? They consider the jackpot items as a business model not a criterion of rating. So they refuse to be evaluated by GRB.

In other words, evaluating the in-game items could be another regulation upon the game industry followed by Forcible Shutdown System and other recently adopted restrictive laws.

So they insist to follow self criteria made in 2008 instead of submitting requested data in order to preserve market order.

Different Point of Views of GRB, Players, and Companies

Let’s say you got pitiful items from the jackpot items and your friend got a high end item from a single chance. What would you feel?

Obvioiusly, terrible. You also might feel this is speculative since the players like you are paying their real money to get the superb item just like the adult’s gambling at casino.

However, accroding to today’s law it isn’t speculative at all because you got items no matter if they are useless to you. You paid money and the company gave you promised rewards. That’s it.

“Game companies ask us why GRB tries to touch their business model and refuse to our request. But the jackpot item is a content of the game. We don’t care whatever they do outside of the game but what is matter to us is that it is a part of the game,” said GRB’s chairman SooKeun Lee. “There should have been no problem if they have followed the criteria they have made by themselves. But we doubt if they are abiding by it now. To us, it is nothing more than a dead recommendation.”

Are Random Items Gambling or Not?

MCST said on July 1 that it will set new guideline for gambling in internet games.

The guideline for web games seems to include imposing maximum amount of game money a player can have and bet with, responsibility on personal confirmation, limit on payment means, prohibiting auto betting system, and so on.

Some online games besides those target adult gamers seems likely be affected by the guideline as some of their features such as random items are often pointed out as instigation of paying money for better items.

Then what is the criteria for the gambling? I don’t know and the government also doesn’t know.

Game companies argue that there is no losing draw with the random items while the players think nothing except big items are useless and meaningless and say “Nothing is different from the gambling in terms of buying items for jackpot.”

Still neither resonable ground nor standard exist to regulate the random items for now.

So the government is trying to draw a line between the gambling and the game feature by taking account of not only money but also operating style and service.

GRB(Game Rating Board) also pointed out “What’s important is the random item’s value judgement. The companies and the players have different points of view.”

GRB Admits Graft from Police Officers

A case that an inspector of Game Rating Board(GRB) has taken graft from sitting police officers shocked the Korean game industry.

Metro investigation team of Jeonnam police announced that they are investigating 2 police officers of Yeosu police who are suspected of collusive relationships with gambling game owners, 14 business owners, and 2 inspectors of GRB.?The two police officers are fired on February 2.

This case has been revealed by witness from an owner in last October 2010; “We have offered bribes to the police and GRB periodically.”

According to the investigation, the GRB inspectors had been treated an entertainment valued US$1,000 in addition to US$2,500 money recieved from the police officers.

They witnessed, “Nothing was offered nor demanded after the money.” He also said, “We tried to deny the money at first but we kept it because they said it is not black money and it is just their gratitude to us.”

GRB ordered them to stand by and will open the ethics committee for punishment in order to prevent future likelihood of similar case.
